These contracts are five-year staff-augmentation ceilings rather than awarded ServiceNow-specific work, and the labour categories listed in the official scope cover application architects, programmers, analysts, testers, and business analysts across all federal IT modernization, not ServiceNow specialists alone. Methodology

A single paragraph for transparency. The methodology bears the report's authority.

This report draws on a corpus of 905,000+ Canadian public-sector contract awards from 20 procurement portals across federal, provincial, municipal, and Crown-corporation buyers. Candidate records were pulled using eight phrase-matched queries in English and French, including direct ServiceNow names, the Government of Canada IT Service Management (GCITSM) program identifier, and the major Canadian reseller signatures. Each candidate was then reviewed individually against title, vendor, buyer, taxonomy, and (where available) the official work description, and classified as direct ServiceNow, reseller or system-integrator, training and integration, or filtered out as a competing platform (BMC Helix, Cherwell, Ivanti, Axios Assyst). Vendor names were canonicalized to collapse spelling variants. ServiceNow Inc. itself appeared under ten different forms before cleanup, and several reseller names appeared under five or more variants each. Amendments were stripped so only original awards count. A strict-relevance filter removes pre-2018 contracts whose titles do not name ServiceNow explicitly, since ServiceNow's federal Canadian deployment under GCITSM did not begin until 2018-2020. Federal IT staff-augmentation standing-offer ceilings tagged to SSC's GCITSM program are reported as a separately-disclosed category, not folded into the headline numbers, since their work scope is broader than ServiceNow-specific labour and the actual ServiceNow draw allocation is not visible in the awarded record.
