The Canadian public-sector ServiceNow market is structurally a channel-partner market. Of $87.3M in confirmed awarded value across 84 contracts, only $3.4M (3.9%) is awarded directly to ServiceNow Inc. or ServiceNow Canada Inc. The remaining $83.9M flows through resellers, system integrators, and joint ventures. Quebec leads the confirmed market by both value and volume, with $50.7M across 59 provincial contracts (almost entirely Quebec) versus $36.2M across 17 federal contracts. Public Services and Procurement Canada is the largest visible federal ServiceNow buyer, with $28.8M across 9 contracts including two large 2025-2026 ServiceNow Professional Services awards. A separately-disclosed federal staff-augmentation ceiling cohort tagged to SSC's GCITSM program adds a further $113.8M in standing-offer ceilings, discussed in its own section below.

The reseller channel, in four archetypes
ServiceNow's Canadian public-sector business is shaped by its channel. The four archetypes below cover every confirmed contract.
Quebec integrator oligopoly
Groupe Conseil FX Innovation ($25.9M / 8 contracts) holds the dominant primary position at the Ministère de la Cybersécurité et du Numérique. Cofomo, Groupe Nexio, and Solutions Victrix make up the second tier. Quebec's 46 contracts represent the highest-volume provincial concentration in the country.
Federal Canadian boutique
Ottawa-based specialist with a federal ServiceNow practice spanning PSPC, OSFI, the former Ontario Ministry of Government and Consumer Services, and DND end-customer software licenses. Holds a joint venture with ServiceNow Canada Inc. on the GC Cloud SaaS Method of Supply.
Federal PSPC ServiceNow professional services
Public Services and Procurement Canada has awarded two contracts explicitly titled ServiceNow Professional Services: TEKsystems at $13.9M (2026) and the Skyfly + iFathom + EPI-USE joint venture at $8.0M (2025). These run alongside the broader SSC GCITSM program and represent direct ServiceNow-tagged federal staff-augmentation work.
Direct license renewals
Small-to-mid license renewals direct to ServiceNow Inc. and ServiceNow Canada Inc., concentrated among Quebec municipal and Crown-corporation buyers. The single largest direct contract is ATB Financial's $2.0M ServiceNow Partner RFP. There is no visible large enterprise-direct federal contract.
Top 15 vendors after canonicalization
ServiceNow itself ranks 7 on the public-sector confirmed record. The vendors above it are the channel partners through which the market actually flows.

MCN and the four-firm reseller oligopoly
The Ministère de la Cybersécurité et du Numérique (MCN), Quebec's enterprise-IT central agency established in 2021, is the dominant provincial ServiceNow buyer. Four French-named integrators hold the channel: Groupe Conseil FX Innovation as primary, with Cofomo, Groupe Nexio, and Solutions Victrix in second-tier positions. Beyond MCN, ServiceNow's Quebec presence extends into Retraite Québec, the CIUSSS / CHUS health network, the Assemblée nationale, and four major municipalities including Longueuil and Sherbrooke.
PSPC ServiceNow Professional Services
Public Services and Procurement Canada is the largest visible federal ServiceNow buyer in the confirmed record. Two ServiceNow-tagged professional services contracts in 2025 and 2026 carry the bulk of the value: TEKsystems Canada at $13.9M and the Skyfly + iFathom + EPI-USE joint venture at $8.0M. The remaining seven contracts are smaller ServiceNow licensing and configuration awards primarily through IPSS Inc., including ServiceNow software for the Department of National Defence end-customer. PSPC's procurement of ServiceNow Professional Services runs alongside the federal Government of Canada IT Service Management program and represents direct ServiceNow scope.
OSFI, Crown corporations, and ATB Financial
Federal Crown corporations and financial regulators are visible ServiceNow buyers: OSFI, CDIC, EDC, FCC, BDC, and ATB Financial as Alberta Crown-equivalent. These are sophisticated procurement organizations with predictable renewal cadences and direct license relationships at smaller dollar values. OSFI's 2026 ServiceNow Professional Services award to IPSS at $3.75M is the cohort's largest visible engagement; ATB Financial's 2024 $2.0M direct ServiceNow Partner RFP is the largest direct-to-ServiceNow contract in the dataset.
Shared Services Canada GCITSM standing-offer cohort
In 2025, Shared Services Canada awarded seven Tier 2 standing-offer ceilings totalling $113.8M under the federal Task-Based and Informatics Professional Services (TBIPS) vehicle, scoped to the Government of Canada IT Service Management (GCITSM) program, which is SSC's federal ServiceNow tenant. These contracts are five-year staff-augmentation ceilings rather than awarded ServiceNow-specific work, and the labour categories listed in the official scope cover application architects, programmers, analysts, testers, and business analysts across all federal IT modernization, not ServiceNow specialists alone. They are reported separately from the confirmed-ServiceNow headline numbers above so that the actual ServiceNow draw can be assessed against ServiceNow Canada's own internal sales record.

|---|---|---|
| 2025-02-25 | TEKsystems Canada | $16.2M |
| 2025-02-25 | IBISKA Telecom | $16.2M |

Federal departments without visible ServiceNow spend
Eleven of the largest federal enterprise-IT departments do not appear in the confirmed ServiceNow record. They may consume the platform indirectly through Shared Services Canada's GCITSM tenant, run a competing platform, or have unmet opportunities. The awarded record alone cannot distinguish.
| Department | IT scale | Note |
|---|---|---|
| Canada Revenue Agency (CRA) | very large | Second-largest federal IT footprint after DND |
| Department of National Defence (DND) | very large | Operates own IT shared-services structure |
| Immigration, Refugees and Citizenship Canada (IRCC) | very large | Case-management modernization ongoing |
| Employment and Social Development Canada (ESDC) | very large | Operates Service Canada and benefits-delivery systems |
| Statistics Canada | large | Internal IT modernization in flight |
| Canada Border Services Agency (CBSA) | large | IT modernization prioritized |
| Health Canada | large | Enterprise ITSM platform invisible in record |
| Public Health Agency of Canada (PHAC) | medium-large | Same as Health Canada |
| Treasury Board Secretariat (TBS) | medium | Owns federal IT policy |

Methodology
A single paragraph for transparency. The methodology bears the report's authority.
This report draws on a corpus of 905,000+ Canadian public-sector contract awards from 20 procurement portals across federal, provincial, municipal, and Crown-corporation buyers. Candidate records were pulled using eight phrase-matched queries in English and French, including direct ServiceNow names, the Government of Canada IT Service Management (GCITSM) program identifier, and the major Canadian reseller signatures. Each candidate was then reviewed individually against title, vendor, buyer, taxonomy, and (where available) the official work description, and classified as direct ServiceNow, reseller or system-integrator, training and integration, or filtered out as a competing platform (BMC Helix, Cherwell, Ivanti, Axios Assyst). Vendor names were canonicalized to collapse spelling variants. ServiceNow Inc. itself appeared under ten different forms before cleanup, and several reseller names appeared under five or more variants each. Amendments were stripped so only original awards count. A strict-relevance filter removes pre-2018 contracts whose titles do not name ServiceNow explicitly, since ServiceNow's federal Canadian deployment under GCITSM did not begin until 2018-2020. Federal IT staff-augmentation standing-offer ceilings tagged to SSC's GCITSM program are reported as a separately-disclosed category, not folded into the headline numbers, since their work scope is broader than ServiceNow-specific labour and the actual ServiceNow draw allocation is not visible in the awarded record.
